Microsoft Older Program Management

I wish to operate Microsoft Project98 on Windows XP with SP3. The legally bought CD won't load or run at all. I think Microsoft have a default old program lock and I do not wish to have to buy the new Project Program when the old one is quite good. Can anyone advise?
