windows antivirus pro (virus) how can i fix this?

I recently got this virus it kept popping up and i kept clicking out of it , but would still return. I ran a malewarebytes scan and it came up with like 53 items to be removed. I removed them all. but all the icons on my computer were highlighted for some reason and when i click on them a window pops up and says please choose a program to open this file. my computer will now not run any maleware or trend micro programs and it went to a blue screen the other day shut down which i know is bad!!
i was on the phone for an hr or so with microsoft pc safety but everything we tried to do it said please choose a program to open file so i could not connect with them or download any new things . after i click run it wont work
how can i fix this?

Download the attached file on your desktop. Right-click on it and select Install. This should fix your file association problem and you should be able to run programs.

hi ,
I just wanted to know what exactly the file is? so i know what i am working with . thanks for the response this problem has been driving me nuts. Will it get the virus off? i deleted a few files that said win antivirus pro but all my icons are still highlighted on my desktop which i think still has something to do with all the virus that attacked my computer yesterday
