Unable to install antivirus program

We are experiencing problem where Norton/Symantec antivirus (any version) can not be uninstalled using uninstall utilities from the SYmantec. These are the mostly XP machines where there were some infection or spyware caused program either not get definitions or currupt.

After manually uninstalling by deleting files and registry entries, we found that antivirus program can not be installed. It gives error message that installation could be completed, due to either could not run liveupdate or could not start av services.

Any idea or thought would be highly appreciated.
