Stuck at Applying security policy WIN2K

Sorry if this question has been asked before but...

I have an IBM T23 and today does not want to boot up, it won't pass the "Applying security policy" section.

I had like 10 updates from Microsoft last night, and installed them all. Not sure if this has anything to do with that...

Also, I replaced my cooling fan as the old one was no longer working... but I really doubt that did something...

I just need some help

I tried Safe Mode... but this also gets stuck at the "Applying security policy" part.
