Can you install Windows 2000 pro onto an External drive?

I have an old laptop that has run ashore. Hard drive is garbage. Bought a new drive but the old laptop does not have a CD-ROM. Is it possible to use a desktop computer to install Windows 2000 onto an external drive and then place that drive into the laptop?
