Delfolders.exe error during Startup

Operating System: Windows XP SP 3

When I boot I get an error after choosing my usser profile when Windows loads.
"Windows cannot find C:\WINDOWS\SYSTEM32\Tools\Delfolders.exe. Make sure you
typed the name correctly, and then try again. To search for a file, click
the Start button, and then click Search"

Is this an infection and if so, what can I do about it?

I deleted the following registry entry: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnce

Now I get the following error after start up: Reboot: Failed to set data for 'execute'

Any ideas on how to fix that?
