Net upload/download monitor program

My ISP charges based on not only bandwidth but also upload/download quota in GB per month. Once we pass that quota, it's a world of hurt. With so many people using the same account in my household, I would like some sort of program which keeps track of everything. The quota counts towards not just normal downloads but every single page opened, even. Anything that has to load counts. Streaming video is the worst, so we all must watch our YouTube usage.

I know there are more places around the world which charge for Internet service like this, please tell me there is some sort of monitoring program available.
