Windows xp shut down with a blue screen?

My home computer was working great until a few days ago when I tried to get into my account since my computer has 2 user accounts. Anyway when I put in my password & it begins to go in it goes black & a blue screen shows up & says that the computer has found an error & it has to reboot & does a count to 100.

It restarts again but when I go log in it does it again. Now I tried to restart it in safe mode with F8 & but the arrow keys on the key board wont work. Any ideas on why its not working on it because the keyboard is still new?

Now I dont know what to do? Is there a way of fixing it without wipping the whole computer or having to pay for it? Because like I said when I restart it in safe mode with F8 & I get to that screen but the arrow keys on the key board wont work. Please if anyone knows anything tell me.
