Can receive e-mail but not connect to internet

On the desktop connected to the same network as the laptop I described a little earlier, we can receive e-mail through Outlook but we can't access the internet. I think it started when we clicked to upgrade our Mozilla, but not only can we not get online with Firefox, we can't get online with IE8, either. I've gone through all of the troubleshooting guides that Microsoft provides, and nothing seems to work.
