No desktop Icons, nothing works in normal and safe mode

Hello all and thank you for taking the time to read and/or answer this question.

I've seen a few other topics like mine, but nothing that is the same. Here's what is going on: My friends computer has a virus, windows antivirus pro, and this virus has removed all items from the visible computer desktop. It loads the background and nothing else. No icons, no start menu, nothing. I CAN Ctrl + Alt + Del into task manager, HOWEVER, it won't let me run any programs through it. It says something like: This program failed to initialize, try reinstalling if the problem persists. If I boot into Safe Mode, the same thing happens. Can't see anything besides a black screen, I can open task manager, but I can't run any programs from it. Please help. My friend lost the Windows XP disk, so we can't reinstall. Thank you for your time and help.
