can't install a specific window's update

hello

a few weeks ago I got help on the "am I infected" part of this forum for a windows update I can't install.my old thread
I thought my problem was fixed because updates started installing, but only some of the updates were installing.
here is the link to the update I can't install the update
I read about the update and I think I might have to have some other update installed before I can install this one, but when I click on the link, it brings me to the same download as the one I'm having trouble with ( I think).

How many critical Windows updates...are currently not installed?

This can be ascertained by visiting the Windows Update website.

Have you tried manually downloading and installing any of these updates that you believe are not installed?

I went to the windows update site and downloaded 14 updates, then I went back the next day and downloaded 2 more .
I looked at the little yellow shield today and found out that the update I am having trouble with still isn't installed.

You might read the Known Issues of that link and try their suggestions.

well I tried to install in safe mode and it didn't seem to work, but then I went away for a week and when I came back it didn't pop up, so I think it worked.
