Hdd Question

I have noticed that most of my Disks and Hdd do not show the capacity of what i bought. I have 250Gb on each of my systems, but the OS "sees" only 232Gb, which i calcuate as a 9% reduction. The same for my USB hdd, it has 500Gb, and its only coming up with 465Gb, again about 9%.
Same with my 2Gb flash drive, its only showing 1.86Gb (9%)

WHy is this? If they Hdd says its 250Gb, but only 232 can be used, why not label it as 232GB?
