Can't access restore partition

Need help resurecting a note book w/crashed OS (XP).

I recently purchased a refurbed Dell lattitude 610 from Tiger direct.

Tech support sent me an OS restoration CD because i couldn't access the restore partition on the HD.
they also said I have to reformat (fdisk?) the HD either b4 or early while running the CD.

I knew how to do that with older MS OSs but not this one.

i'd rather not ship my notebook to tech support
