Weird icon on spare computer

I bought a spare computer at a garage sale, I have been using it to burn CDs, but recently something has been getting in the way. This cost me 5 blank CDs. I noticed there was an icon in the lower right hand corner of the starting screen, it looks like a yellow shield with an exclamation point in it. What is it and how do I get rid of it, providing that the only computer that can access the internet in this house is the communal computer and I have no backup data for the spare computer. I don't care what other programs I have to get rid of, so long as I can keep Windows Media Player. Perhapse a system reinstall? If only I knew how...

Is there a way that you can transfer files via USB Drive or CD from a clean computer to the possibly infected one?

Hello.. What does it say when you hold the mouse pointer over it? I thinl it's Windows update and it wants to tell you updates are ready,. That's why it won't go away.
