Active desktop does not synchronize

I run on a Windows 2000 Professional platform.

Our network has a file that is updated daily with news for our corporation.
I have added this file to my desktop as a Web desktop item.
To synchronize this file, I tried the following:
Right click on the desktop. Choose <Active Desktop>. Click on <Synchronize>.
There is no error message, but the file does not synchronize.

In order to get the update, I have to remove the desktop item and put it back on.
Why is this? Can the problem be rectified?
