cd drive or hard drive failure

I have a Toshiba Satellite A135-S4827 laptop. I have Windows Vista installed, it fails to boot and System Repair fails. I have tried all of the included options. I tried inserting my Vista disc and booting from the cd drive to repair the problem. After I boot the screen goes blank for a while and then I get a Windows loading screen, more blank screen for a while, and then an error message that says that there is a problem with either the hard drive or cd drive.

My questions are
How can I tell which one is causing the problem?
Can I repair either one or do I need to buy a new one?
I understand that any 2.5" HDD will work but will any cd/dvd drive work?
If I need a new CD/DVD drive and only a specific model will work can you recommend a cheap one?

If you need any more information I will be glad to post it.
