i want to know if it is usefull for me to surf the internet

Welcome to bleepingcomputer!

That is a netbook which will work like a regular laptop, it's just smaller. You may want to go to a local best buy or similar store and try out a little netbook to see if you are alright with the smaller screen/keys.

If you really are interested, that looks like a pretty good one. Excellent battery life, and it's fast enough to do web browsing/email.

If you're just looking for a cheap laptop, and want something cheap, Best Buy had a $299.99 toshiba laptop, which is bigger and a bit faster than that netbook. It's just a suggestion though.
