WINDOWS COMPLETE PC BACKUP OPTION IS NOT AVAILABLE

While using the Back Up And Restore application in Vista Home Premium SP1, I get only one option to back up files. There is no choice for the complete PC Back up. While searching the tutorials on this site the screenshots show both option where my system only shows one. Is there a setting that unlocks this option that needs to be configured prior to using this complete application????

Complete PC Back Up is only available for Vista Ultimate, Enterprise and Business. Not either of the Home ones.
