computer locks during "Intializing/Creating new restore point...

converted windows xp home from FAT32 to NTFS.

Had to reboot for conversion to take place

Computer rebooted but locked at 45% on creating a new restore point.

Cannot boot to safe mode. And of course, when I need to find OS CD--I cannot locate.

I have surfed and cannot come up with a solution to locking during the creation of the restore point. Everything leads me to booting to safe or reformatting.

Any ideas??
