Multiple Viruses; Keep Returning [Moved]

This problem is the reason I have joined this site. You see, every time I restart my computer two things appear in my taskbar: A fake windows security alert, and some red circle that says "ERROR" when I hover over it. The security alert one is the worst; the other does nothing but sit and disappear after a while. The security alert thing loads fake alert pop-ups over and over again, and balloon messages pop up from the taskbar. Later, it asks me to install "Protection System", which is malware. It installs no matter what I do. You'll probably tell me to use MalwareBytes Anti-Malware, which I use. But, every time I get rid of the files and restart to complete the removal process, they just come back! I do not know what to do. Protection System also attempts to uninstall my anti-virus programs.
