How to create RSS feeds

I am interested in creating an RSS feed for my website. I need to know what to use, how to do it, and not pay anything for it. Any help is appreciated. I've already tried a number of programs, and I prefer desktop ones rather than online. I also already have an FTP server although I have no idea how to use it.

An RSS feed is simply XML. Do you have any experience writing your own code?
