Laptop Wont Connect to Internet

My parents bought a laptop about a year ago. They used it maybe the first few weeks, and havent used it since. They decided to give it to me for college. It has windows xp Home on it, but I cannot get it to access the internet. I've tried "netsh Winsock reset", resetting the router, disabling all AVs and the firewall, but nothing I do will make it work. It connects to the network that has our other 2 computers on it just fine (via ethernet cord), but it cant reach the Internet. Even 192,168.1.1 won't work! Please someone help me, I can provide you with any information that you request (so long as I know how to do what you request).

Okay, I'm gonna give some more info on my laptop as well as update the list of things that I have tried, and hopefully some one will try to help me with my problem.

Turned off all firewalls and AVs
Disabled 1394 Net Adapter and Wireless Adapter (to be sure there is no competing connections)

Network Setup Info

My ISP is CenturyTel
I have a phone line running from my wall into my router, Westell Proline E90-610014-06, and then an Ethernet cable running from it to a 5-Port Workgroup Switch. From the 5-port Linksys "hub" I run 4 Ethernet Cables. The first goes to my mom's desktop in her room. The second goes to the desktop in the living room. The Third goes to my 360. Finally, the fourth goes to my laptop. I have perfect internet connections on both desktops and the 360, but I cannot access the internet on my laptop (even though it recognises that there is a connection).
I can't even get access to "192.168.1.1" on my laptop. BUT, when I open the cmd prompt and ping google, this is what I get:

and I get similar results whenever I ping other websites as well.

here is one more thing i did. I switched the Linksys thing with a netgear router that i used to use. On the hardware itseld, all connections were on, including the internet. (meaning it was picking up the internet.) but i could not get ie/ff to access the internet. so i did a diagnostic scan and here are the results.
