Internet keeps locking

Hi Folks.
I have a self build that has started running slow while accessing the internet (hotmail specifically but other secure sites also run very slow). I've done the usual clean in safe mode and have no infections being found.
I've attached a report but I can't see anything that jumps out. I was hoping that one of you good peeps may highlight something I have missed

When you say "the usual clean" what exactly do you mean? What tools/programs are you running?
