Charging Battery

I have a Dell Latitude D800. I am using Windows XP Pro (3). I have bought a new battery and a new power supply. The battery won't charge. If I unplug the power supply from the wall outlet the computer goes off and sometimes the laptop won't start again until it is unpluged and let it set about a half hour. Then you can plug it back in and will power up ok. Does anyone know a solution for this? Thanks
