Laptop stuck at "logging Off", Cannot open windows explorer, other problems

OS: Microsoft Vista Home Premium

System: Toshiba Laptop Model A205 - S5804

Problem: 1) When shutting down, the laptop gets stuck at the screen which shows "logging Off" and sits there hours at a time and never shuts down

2) Cannot access the internet....when you double click on the internet explorer icon, see that the cursor changes from only arrow to arrow with circle and sits there. cannot hookup the internet or open the browser.

What i have done so far:

Got a detailed checkup from the malware forum and nothing found. So the thinking is that this is
OS related.
