how to prepare a write-protected hard disk so that a new user that don't know anything about computer and by mistake he/she deleted the some files from computer. Is this possible to create such write-protected hard disk such as CD.

Right click on the hard disk in Explorer and select Properties > Sharing tab > Permissions and you should be able to set the permissions to restrict write access.
