I don't know what exactly is causing the problem, but try clearing the browser cache.

Click on Tools at the top of this page.
Choose Internet Options.
General tab.
Click Delete in Browsing History.
You will be asked what you want to delete.
You can either choose to delete everything or you can delete history, cookies, and temporary internet files only.
If you've never done this or if it has been a while since it's been done, it may take a minute or 2 for the deletion process to work.
You should do this on a regular basis. They are stored on your computer, building up and can affect the performance of your browser.

You could also use ATF Cleaner, available HERE

Download the file to your desktop. Click the file to run the program. Choose what you want to delete.

After you clear the cache, reboot your system. It's not really necessary to do this, but sometimes a reboot works to clear up an issue.

From this post it appears you're already using internet explorer 8 - why are you trying to download internet explorer 8 if it's already running on your computer?
