Laptop battery doesn't fully charge

Recently, I bought a new AC adapter to replace an old, fraying one. The new one got unusually hot though, and it wouldn't charge my laptop battery past 70%. So after a couple weeks of that, I think it failed completely and may have damaged my battery, because without warning the charge went dead, so I plugged in my old one, and now it won't charge past 56%. Is my battery damaged? Or is it just reading the charge improperly?
