Connected but cannot browse

I have seen a few threads like this on several sites but none has addressed what appears to be my situation. I'll try to explain it the best way I can. Under network connections it shows the Internet Connection icon and says that I am connected (via wired or wireless). I can download via utorrent. I can see my other computer on the network (does not matter which computer I am on) and transfer files and such. I can find a neighbors router, connect to it and browse the internet, I just cannot browse the internet from my router, on either computer, IE of Firefox. Also, from my router I can successfully ping websites.
