Reboot problem after shut down

I have a problem with my aging backup PC.
Using shutdown -> restart it works fine.

If I shut it down fully (ie all power off, it will not restart for about 30 minutes. All I get is the fans running, blank screen and no suggestion it is even starting to boot up. It appears to hang up even before the boot procedure starts.

I suspect it make be temperature related but monitoring the machine shows no problems.
The machine is left running for days at a time with no problems (acting as a file backup and printer machine)

There are no faults reported in any error logs.
