For some reason I can not get my computer to open downloaded files off the net. I have been able to in the past. These are not complex files, just tax forms from the IRS. It will download, but will not open. If I go to the temp file folders via INTERNET options its there. Somehow the computer has lost its ability to open them. I have tried backing up the computer via a restore point to when it was working normally, with no result. Also when opening Windows A error measage comes up Windows\Sys32\odbc_inc.DLL that it could not open. Thanks in advance-Jeff

What file extension does the files have [ .txt. ,docx ]

If you have a version of Office under 2007 & the files were made with Office 2007, you will not be able to open them without the "Office compatibilty pack" installed.

You can download & then install the Office compatibility pack here,

OCZ StealthXstream 700W,Gigabyte GA-EP45-UD3R , E8500, Arctic Freezer Pro 7, 3GB G.Skill PC8500,Gigabyte Radeon HD 4850 OC [1GB ], Seagate 250GB SATA II X2 in RAID 0, Samsung SATA DVD burner.

Weird. Are tax forms the only files you've attempted to download?

I'm assuming you mean files like this one, a PDF downloaded from http://www.irs.gov. If not, let us know.

Also, are you using Internet Explorer, or some other browser? What version?

Google has never heard of the file odbc_inc.DLL. Are you sure it's not XLODBC32.DLL?

No its not just the IRS, but any file Andrew. I also tried to download some stuff from a state website with the same results. I guess I should say pdf files will not open.

odbc_inc.dll is a known keylogger file. It appears your computer is infected with malware(s).

BC HJT Experts would give you appropriate advise.
