normal mode not working

When I start up my computer in normal mode,the task bar won't load up , I access the internet and no exe programs will run.Started in safe mode, everthing works fine, ran malwarebytes, trojan remover, regcure, avg, still same problem, tried system restore but all my restore points have dissappeared.In normal mode the message I keep getting is "windows cannot access the specified device, path or file,you may not have the appropriate permission to access them:Hope you can help, thanks.
