System Restore not working !!! please help

Can somebody please help? I have no idea what i did in the past week. I used a cookie remover and a free antispyware which may have deleted something important. I cannot use programs like System Restore and Disk Defragmentor ( However Disk Cleanup works fine) which means i cannot restore my computer. There may also be some Malware or Spyware on the computer that is causing this and i recently downloaded a torrent file and scanned it with AVG antivirus which said that there are no viruses in the torrent folder, but it still may be the cause to the problem. My computer freezes on startup before the welcome screen which means this is a major problem. Is there any safe way besides booting which i can use to remove the malware or antispyware from my computer and to also get system restore and disk defragmentor working? i have attached my system info to this post Attached File  DxDiag.txt   52.59KB   10 downloads
