F10 system recovery not working.

It worked before, but now when I press F10 at startup, nothing happens. Also, when I go to boot menu I can't move my arrow keys - I'm using a USB keyboard; Could this be the problem?

Boot into bios. Root around and look for Enable USB Legacy Support or something similar.
If it is disable, enable it. Save the change and exit bios.
Each bios is different, so I cannot tell you where to look for it.

Your other option is to try a ps2 keyboard.
