Yes, MS Paint can do it. Open the file in MS Paint. Then click File > Save As. Under the file type, set it to JPEG and save the file with a name.

I saved a JPG image, off the Net to my pictures, and when I opened,it had changed to a Bitmap File.

That's usually caused by a number reasons:
  • Your Temporary internet files folder is near-to-full
  • The image that you're loading has a really long name
  • The image that you're loading as a number of strange characters in the name
  • The image that you're loading is so large, and combined with a slightly slow internet kidna corrupts the picture and is stored as a bitmap (I don't know why this happens, but I've noticed it happen to me before)

I don't know why this happens, but I've noticed it happen to me before

It's something that happens if the browser decides it will have to save the image from memory, provoked by the type of conditions you mention, ie it's currently impractical to obtain a copy of the file in its original form. Regardless of the original file format, images are converted to bitmaps for screen display, so the browser saves what it already has there, a bitmap.

Ahh that makes so much sense. I never really understood why it happened. All I knew is that the browser must have encountered a problem of some sort when trying to save it to the temp folder. Never really understood why.

Thanks for clarifying that

By the way, I have seen this happen to me but only in MS Internet Explorer. Never saw this happen in Firefox or Opera.

Never saw this happen in Firefox or Opera.

Neither have I, although I think I've only ever had it happen to me once using IE. I wonder if it would happen in Firefox if you set it to use the IE rendering engine?
