Internet disconnects randomly for a few seconds

I am running Vista 64 bit, with IE 8, have all the updates for all windows programs, use Norton Internet Security, witht the firewall disabled, and Comodo Firewall. I'm on a wired connection through RoadRunner, using their modem, a Motorola surfboard SB5120.

Some of my research makes it seem like it's the tunnel adapter. Should I try disabling it?
