Unable do load XP program onto hard drive

I am trying to fix my Dell Pentium 4 laptop.
The hard drive died a couple of months ago and I bought a 160GB EIDE.

I replaced the hard drive, stuck in the windows XP CD and...
it sits there saying Setup is starting windows...
then, in the blue area, it says /Device/CdRom0.
what should i do?

Dell Pentium 4
Model PP01L
Original: ATA/IDE
Company and brand: Hitachi/ Travelstar
Replacement: EIDE
8MB Cashe
2.5 in
Company and Brand: Western Digital/ Scorpio blue

Do you have the CD drive set as the first boot device in the BIOS?

I did that. it still doesn't work.
