Looking at pictures on desktop with XP Pic and fax viewer

OS WIndows XP

On my desktop when I click on a JPEG the Window picture and Fax will flash on and then off but no pic. Now if I move the Jpeg to a folder in the C drive I can look at it all day. Did something get turned off?
