Computer Freezes For Half a Second

Well, read the title.
My computer freezes for maybe one quarter of a second for every second?
It's getting irritating. If I play games, everything I see stops for 1/4th of a second, and starts going back to normal,
sorta like a frame skip. But this applies to almost everything, including sound, video, even typing a simple sentence.
I'm unsure of when this starting happening, but I know for sure it was at least for 3 months.
I have tried cleaning my registry, uninstalling programs, ran virus scans, even opening my computer and getting the dust out.

Have your power supply unit checked or try (temporarily) another one.

If the problem goes away, it's not the PSU.
