Is my Mobo Dual Core capable?

SiSoftware Sandra says my MOBO is a 848P_ICH5 aka 848P-A
The socket is a 478.
Right now I'm sporting a Pentium 4 processor.

No, the motherboard you have is too old to support the dual core processors. Socket 478 was replaced by socket LGA775 (Almost all Intel dual core processors use this socket) which, in turn, is being replaced with LGA1366. ECS has a list of supported CPU's here, if you want to see what your motherboard can support.

The list of compatible processors is in my initial post. Only Pentium 4's and Celeron processors are compatible.
