I have a Dell Studio running Vista Ultimate.

I was running Zone Alarm and was unable to get NCP vpn software to connect to my vpn consistently. I was unable to configure ZA for NCP. Therefore I decided to un-install ZA and see if NCP would connect. When I un-installed ZA my problems started.

- When I try to run RegCure, I get the error 'Windows sockets initialization failed'.
- My internet connection is gone, the Network panel in Control Panel doesn't list a network connections.
- I can't configure a new network connection
- When I try to set the system boot option to the CD, it won't accept the CD selection.
- I can't turn on the Vista Firewall.

- I've ran:
> spybot
> Advanced System Care
> I've reloaded most of the Dell drivers
> I've ran Combofix and have a log file.

Any and all suggestions are greatly appreciated.

You need to run HJT/DDS.
Please follow this guide. go and do steps 6 and 7 ,, Preparation Guide For Use Before Using Hijackthis. Then go here HijackThis Logs and Virus/Trojan/Spyware/Malware Removal ,click New Topic, give it a relevant Title and post that complete log.

If you cannot use the Internet, you will need access to another computer that has a connection.
From there save it to a flash, usb, jump drive or CD. Now transfer it to the infected machine, then install and run the program.
If you cannot transfer to or install on the infected machine, try running the setup (installation) file directly from the flash drive or CD.

Let me know if it went OK.
