Can't access Task Mngr, Regedit..computer way slow

My problems are threefold...when I cntl-alt-del, I can't access my task manager, it says diasbled by administrator, but I AM the administrator (!)...same message when I go to start , run and then Regedit...when I do gpedit, it says "can't be found on computer" and it asks me if I spelled it right...

I have been surfing the web and right before I hit your site, I downloaded Hijackthis, but I just don't know what to delete or not to delete, it's all gibberish to me! So I really hope you guys can help...much much appreciated! Take care....
