Cannot make Safari the default browser

For more than a year Safari has been my default browser. Checking preferences today it is still set up that way. However for the past two days Internet Explorer 8 has been default. I went to the control panel, Internet, and could not un-lock Internet Explorer as default.

I don't understand what changed nor do I know how to fix it. Help?
