i have 2 hard drives in my computer with the operating system on the C drive and random images and things on D drive
after screwing up the operating system on the C drive i had to reformat the C drive and the secured images on the D drive now are unaccessible
when i reformatted i entered a different name if that makes a difference
please let me know of a way to fix it that won't cost me more than it would to just look up and re-download the images in the first place

<<i entered a different name if that makes a difference...>>

Not sure what that means...you can try taking ownership of the files, How to take ownership of a file or folder in Windows XP - http://support.microsoft.com/kb/308421

Does that mean...that you followed the procedures in the link previously supplied?

yes
everything worked it just didn't seem to do anything

also everything is encrypted for security purposes (the images but not the folder their in) but i can't unencrypt them and every time i try it just says "you cant"(paraphrasing)
also the images are still registered under the previous user
