Vista: "page failed to load"

Vista updated last week. Shortly after i notice most of my desktop icons are funky with that weird picture on them, the Windows Can't open file, picture.

Can't update any programs manually. Can't USE CONTROL PANEL functions, such as RESTORE, ADD/Remove programs. when you try to access things at teh Control panel, the "Page failed to Load" pops up on a blank white page.

MS has a FIX, but you NEED TO ACCESS THE COMMAND PROMPT to do so, AND I CAN'T DO SO.........


HELP.....

I need this puter to be stable as I need it to take the bar exam WITH IT in a few weeks.
Slitting my wrists my be an option, however......... :huh:

Have you tried system Restore or safe mode?

Finally got into restore through SAFE Mode, wouldn't do it earlier.......

Now, bookmarks are missing in IE.....

Just seeing if everything is still present.
