Automatic updates disabled by admin?

I am the admin for my pc but i cannot restart automatic updates. I fear there may be a program blocking this but i have followed numerous instructions on how to check/fix but non work. I have/had a virus (malware doctor) which blocked regedit and task manager so i was wondering if perhaps there is something doing the same for updates. They worked for a while then stopped, i have not downloaded any programs before they stopped.
