can't download things with windows 7

i'm trying to download itunes, but the window that pops up does nothing.

it seems anything i try to download that pops open a new window, nothing ever happens with it.
any ideas?

does anybody know?
it seems that anything that loads in a new window(not normal web pages), won't load.
i also can't save the security certificate thing from my bank to my computer.

I wish to clarify something:

Are you referring to Internet Explorer 7 or the operating system Windows 7. Your post and title suggest the latter.

i have internet explorer 8 and windows 7 OS
