Setting Default View for Opening Programs

I want to make it so that when I choose File>Open from any program I get Detail list view of files sorted by date modified. I currently have Explorer set to this configuration, is there any way to do this so all my programs do this.(Windows XP pro) Thanks for any input.

File/Open only reveals files (in a folder)...when employed from Explorer view.

Programs are used to open files.

If you have a file and the program to open is not set in Windows...then a new window opens whereby you select a program to open that particular file. Once this is done, you can also set that particular program to open all files of that same type. This can also be done or modified...using Folder Options in Explorer.

When I said “I currently have Explorer set to this configuration” I meant that explorer is set to Details View and sorted by Date Modified. I do not use File >>Open in Explorer. However when you use File >>Open in any program you are given an interface similar to explorer. I want that interface to default to Details view sorted by Date Modified.
