all hell broke loose

I am working on a com that had the win blue virus. I was told to remove all win blue files then restart. I did the restart now it keep bringing up the windows did not start successfully. Not matter what option I use to start up in it reboots back to the beginning. I have never encountered anything this aggressive before and wondering if someone could help me hack in and reformat this thing. thanks in advance for you help.
