Unable to start windows 2003 enterprise server in safe mode also not able to open microsoft website or antivirus website

I Have IBM server X3200 M2 on which I have installed Window 2003 server enterprise edition.

I am not able to boot it in safe mode. When I try to start it in safe mode it starts to load minimal drivers required but suddenly it restart computer and starts it in normal mode again.

Also I am not able to browse microsoft website as well as any antivireus websites.

I am able to browse other websites.

Can any one help me in this matter.
